The Basic Requirements for Compliant California Cannabis Delivery

How to start a delivery service in CA

Ensure that cannabis delivery is legal and compliant where you plan to operate. Prior to beginning a cannabis delivery service business, securing a state license from the Department of Cannabis Control (DCC) is required for operations within California. In most cases you will also need to acquire a delivery license from your relevant local jurisdiction.

California mandates that cannabis delivery businesses maintain commercial automobile insurance coverage meeting specified minimum requirements.

Any vehicle used in the delivery of cannabis goods shall be operated by a delivery employee of the licensee. A vehicle used in the delivery of cannabis goods shall not have any marking or other indications on the exterior of the vehicle that may indicate that the delivery employee is carrying cannabis goods for delivery. Ensure adequate insurance on the vehicle.

A vehicle used for the delivery of cannabis goods shall be outfitted with a dedicated Global Positioning System (GPS) device for identifying the geographic location of the delivery vehicle and recording a history of all locations traveled to by the delivery employee while engaged in delivery.

As of April 1, 2023, California cannabis delivery operators must create a Metrc inventory delivery ledger before the vehicle can legally leave the licensed premises with unsold or pre-sold inventory. This is an important regulatory change that will impact cannabis delivery operation workflows.

Failure to create and report the delivery ledger will result in a fine per each violation of failing to accurately report a delivery: Page 24: CCR § 15047.2 "Failure to accurately enter data and information into the track and trace system. Moderate violation with a fine of $501 - $1,000 per delivery"

Every driver needs to be an employee of your dispensary. Each delivery employee of a licensed retailer shall be at least 21 years of age.

Provide the DCC with information regarding any motor vehicle used for the delivery of cannabis goods, including the make, model, color, Vehicle Identification Number, license plate number, and Department of Motor Vehicles registration information. Review the full list of DCC's regulations for delivery at

To safeguard both delivery employees and transported cannabis products, cannabis delivery businesses must implement robust security measures. These include secure product storage at the dispensary, equipped delivery vehicles with locking mechanisms and comprehensive background checks for all staff, including drivers.

Choose your Delivery Service Model

Launching a compliant cannabis delivery service in California requires more than just understanding the basics. At Meadow, we understand that efficiency and compliance are the cornerstones of success in this dynamic industry. As you take your first steps, it's crucial to grasp the different operation types available to you. With our software, not only do you automate compliance, but you also optimize your operations, enabling you to prioritize business growth and customer satisfaction.

Dynamic Delivery (aka Express, Trunk by Trunk, or "Ice Cream Truck" Style Delivery)

A vehicle gets packed with up to $10k in retail value of inventory. Customers within the designated delivery zone for that vehicle can shop from that limited inventory. Orders get packed from the vehicles and dispatched with dynamic delivery without the need to return back to the shop.

Hub and Spoke Delivery (aka Standard or "Pizza" Style Delivery)

Orders come into the central dispensary or inventory location. Orders are packed and sent out to customers via a delivery driver.

Order Inventory & Maintain Stock Levels

When launching a new delivery business, it's crucial to manage inventory wisely to avoid overstocking and unnecessary expenses. Start by closely monitoring sales trends and using reports and insights to guide your purchasing decisions. By keeping a close eye on what products are selling well and which ones aren't, you can adjust your inventory levels accordingly, ensuring that you always have the right products in stock to meet customer demand. Avoid overordering initially by monitoring sales trends closely and utilizing reports and insights.

Create your Delivery Zones

A delivery zone is a defined geographic area where your delivery service operates. When customers input their address on your online menu and fall within a delivery zone, they can proceed to place an order. In Meadow, you have the flexibility to define your zones by free-hand drawing or importing predefined areas, such as ZIP codes, cities, counties, or tax jurisdictions.

Customize your Operations

Utilizing zones in Meadow provides access to advanced settings, allowing for further customization of your operations. For instance, zones closer to your shop can offer delivery without additional fees, while zones requiring longer driver commutes may include minimum order requirements or delivery fees. Moreover, as your operations expand across different localities, you can set specific tax rates to ensure accurate taxation for each delivery location.
