The Basic Requirements for Compliant California Cannabis Delivery
STATE AND LOCAL LICENSES
Ensure that cannabis delivery is legal and compliant where you plan to operate. Prior to beginning a cannabis delivery service business, securing a state license from the Department of Cannabis Control (DCC) is required for operations within California. In most cases you will also need to acquire a delivery license from your relevant local jurisdiction.
INSURANCE
California mandates that cannabis delivery businesses maintain commercial automobile insurance coverage meeting specified minimum requirements.
COMPLIANT VEHICLE
Any vehicle used in the delivery of cannabis goods shall be operated by a delivery employee of the licensee. A vehicle used in the delivery of cannabis goods shall not have any marking or other indications on the exterior of the vehicle that may indicate that the delivery employee is carrying cannabis goods for delivery. Ensure adequate insurance on the vehicle.
GPS TRACKING
A vehicle used for the delivery of cannabis goods shall be outfitted with a dedicated Global Positioning System (GPS) device for identifying the geographic location of the delivery vehicle and recording a history of all locations traveled to by the delivery employee while engaged in delivery.
DELIVERY LEDGER SUPPORT
As of April 1, 2023, California cannabis delivery operators must create a Metrc inventory delivery ledger before the vehicle can legally leave the licensed premises with unsold or pre-sold inventory. This is an important regulatory change that will impact cannabis delivery operation workflows.
Failure to create and report the delivery ledger will result in a fine per each violation of failing to accurately report a delivery: Page 24: CCR § 15047.2 "Failure to accurately enter data and information into the track and trace system. Moderate violation with a fine of $501 - $1,000 per delivery"

QUALIFIED DRIVERS
Every driver needs to be an employee of your dispensary. Each delivery employee of a licensed retailer shall be at least 21 years of age.
SUBMIT UPDATED OPERATING PROCEDURES TO THE DCC
Provide the DCC with information regarding any motor vehicle used for the delivery of cannabis goods, including the make, model, color, Vehicle Identification Number, license plate number, and Department of Motor Vehicles registration information.
